Law No. 166 of August 17, 2005 mandated the setting up of a database as a central repository of information furnished by companies, banks and financial intermediaries who issue debit cards and useful in combating the phenomenon of debit card frauds with a view to improving the security of this instrument.

The system is based on exchange of information that allows the banks to identify – through cross-checking, sharing and online consultation of the data in the database – any type of irregular (or fraudulent) behaviour.

The database, set up at the Ministry of Economy and Finance (UCAMP - Central Office for Means of Payment Fraud) with the close cooperation of the Italian Bankers’ Association (ABI) and the Consorzio BANCOMAT, has been in operation since December 1, 2008. Further additional capabilities are being implemented in order to improve its effectiveness in preventing frauds.

EAPS

EAPS is a “scheme of schemes” in which each member undertakes to accept the cards of other members according to the guidelines of the SEPA Card Framework, the requirements of EU Authorities and EMV standards.

SEPA

The aim of SEPA is to create a fully harmonised European payments area that provides common payment solutions (credit transfer, direct debit and debit cards) that permit the same level of convenience and safety as in the related national context.
